Applying theory to practice is essential in public administration, enabling professionals to analyze complex problems, develop strategic solutions, and implement effective policies grounded in proven frameworks. While I have historically viewed theory as nothing more than ideas from those without experience, I have realized that many of the processes I use as a practitioner are shaped by existing theories. Through applying new theories, models, and tools throughout this program, I have gained a deeper appreciation for how they enhance decisionmaking and organizational effectiveness. Leveraging these frameworks improves adaptability when facing unfamiliar challenges and strengthens my ability to lead change and achieve significant results.

ARTIFACT 1

Observing Management (PAPA5315) demonstrates an understanding of the practical application of theory through an analysis of the Farm Service Agency (FSA) and its use of strategic management and environmental adaptation theories to navigate its organizational environment. This artifact illuminates how the FSA responds to regulatory, economic, and market shifts by tailoring programs that address specific needs based on region. Through stakeholder engagement and technology integration, the FSA leverages theoretical frameworks to adapt effectively to evolving external challenges.

ARTIFACT 2

The Effects of Teacher Salary on Innovation and Global Competitiveness (PAPA5014) provides evidence of presenting realistic, achievable, and evaluable recommendations. Coauthored with Grace Taylor, this policy analysis applies human capital theory and economic development models to assess the correlation between teacher compensation on education quality and impacts on developing innovation. Through a data-driven process, we make the case for increasing salaries, expanding loan forgiveness programs, and facilitating interagency collaboration to recruit and retain skilled professionals while improving education outcomes. Our  theory-based proposals are practical and measurable, ensuring they can be implemented effectively.

ARTIFACT 3

The budget analysis of the City and County of Honolulu exemplifies the application of theory to practice. This project applied key public budgeting theories such as incrementalism and fiscal sustainability frameworks to assess the city’s financial condition and strategic priorities. Through detailed analysis of revenue streams, expenditure trends, fund balances, and financial ratios, I was able to evaluate the city’s fiscal health and make recommendations aligned with best practices in public finance. By interpreting budgetary data through theoretical lenses, I translated complex financial information into meaningful insights for decision-making, illustrating my ability to apply academic concepts in a real-world setting, demonstrating how financial management theory can guide practical strategies for effective, equitable, and transparent governance.
